For a penultimate episode, a whole lot of closure, just not on the main plot. The boat situation gets dealt with, Sam trains with the shield, and he and Bucky make up.
And as the title implies, returning to Isaiah Bradley, and getting straight to it.
“I need to understand.”

We also get the MCU debut of La Contessa Valentina Allegra de Fontaine from classic 1960s S.H.I.E.L.D., as played by Seinfeld and Veep star Julia Louis-Dreyfus in a less Modesty Blaise fashion than usual.
The shield is still the shield.
And the return of Batroc.
Also, the most sinister “red alert” lighting ever.
And a mid-credits scene.
