This could let you use something similar to the old Fringeworthy setup. The trait that lets you use $technology is extremely rare, so the powers that be will recruit anyone who has it, no matter their background or skillset. Naturally, they sent off a few people they shouldn't, who have gone wild and are now causing problems wherever they can.
Good point. (AEon aka Trinity has psionic potential being uncommon but not that rare so they can be selective, but it might be an idea for an alterna-setup...)
