I’m running a three to four player game at the moment so am mostly thinking of small groups, but to make five for this one how about a villain?
Going with the Batman model I could do a a powered villain for this effectively unpowered team, maybe a probability manipulator (who may or may not be a demon) to really lean into the gambling motif, but went for a mobster with a gimmick, and with the Joker being otherwise occupied...

Enforcer for the Romero gang
Frank came up from nothing to make his way to the right hand of Old Man Romero’s gang, making sure nothing goes wrong in the Firework casino complex or with the other families. He likes sharp suits, fast cars, women who don’t expect serious attachments and the odd good fight now and then. A crack shot with a gun, but he prefers a club or a silent thrown strike.
