Black Seven is a game about stealth missions, breaking them down into multiple stages as many RPGs do combat while abstracting everything else.

Traits
Traits in your primary category start out rated at 5. Secondary traits start out at 4. Tertiary traits start at 3. I won’t make the top infiltrator, I’ll make the one who intervenes in immediate problems.
Infiltration (for intrusion) 4
Force (for direct action) 5
Mob (for distractions) 3
Attributes
Each Trait has a linked Attribute from each of these bands: Body, Speed, Mind, Communication. Pick a good one and a poor one, which in order add or subtract 1 from every Trait in that band.
Go with good Body, poor Communication.

Every Agent starts out a stealth suit, comms, and standard gear, weapons for Force and Mob Traits, and add two pieces of mission spec equipment.

Options
Depending on genre, options like cybernetics and psychic powers are available. I’ll go without.
Concept
Breaker isn’t the one who goes in first. Breaker’s the one who goes in a few steps behind and makes sure the one who goes in first comes back out.
